Oh, and in case you might not know, it's from the soundtrack to this musical that's on Broadway right now called Avenue Q (think Sesame Street with lessons for college kids about to enter the real world written by a pervert).
Snopes left out some crucial information about this rumor. Those two bills were introduced by Fritz Hollings in the Senate and Chuck Rangel in the House (check the text of the bills), both antiwar Democrats and vocal opponents of the administration. They have no co-sponsors and have not even made it to a committee vote. The administration, particularly Rumsfeld, and the Pentagon have both publicly and privately expressed opposition to the bills and the idea of reinstating the draft. The reason Rangel (the chief proponent) introduced the bills is not because he really wants the draft reinstated but to make a symbolic gesture to point out what he sees as the disparate racial and class impact of the administration's military and foreign policies.
Even if anyone wanted them to pass it would be too late to do anything about them in the time remaining this year.
I keep hoping this stupid rumor will go away but like most urban legends the more absurd it is the longer the life span seems to be. But please, anyone reading this, PLEASE tell anyone you see or hear spreading it that it is NOT TRUE - no one is seriously proposing to reinstate the military draft in any way, shape, or form at this time.
I can't remember where I read that part of it, but yeah, that was just another part of the puzzle with this. When I read all these things, I relaxed visibly. People don't realize that stuff like this happens all the time; most people can't tell you what bills are going up for vote this year, and I bet most of those people don't know how to find out, either.
